• Wahlburgers - Restaurant - Interior Alterations / Build-out & Exterior Alterations and Site Improvements
2 East Ontario Street, First Floor, Chicago, Illinois - Located at the 6-story section of a 51 story building.
• Project scope - 4666 square foot restaurant build-out with exterior alterations and site
improvements.
• Interior alterations / build-out included the following - Architectural, load-bearing structural
architectural components / elements, HVAC equipment additions & equipment location alterations,
complete HVAC distribution, electrical, plumbing, fire sprinkler system alterations, kitchen
equipment and bar equipment. New electrical service located in the building’s basement in the
building main switchgear room. Complete interior demolition of existing Chili’s restaurant space
prior to Wahlburgers build-out.
• Exterior alterations and site improvements included the following - New exterior entry / exit with
new concrete ramp & storefront door, removal of two sections of fixed storefront windows and
replacing with a new aluminum framed operable (folding panel) storefront system and a new
kitchen hood exhaust fan located on the roof of the 6-story building.
• Panter Associates client was the restaurant franchisee and this was their first Wahlburgers franchise.
• Architectural services performed by Panter Associates included the following:
◦ Schematic Design & Design Development - Substantial revisions to the schematic design drawings
and design development drawings which were prepared for the franchisee by the Wahlburgers
franchiser architect. The changes were required due to errors by franchiser architect’s
apparent failure to sufficiently measure & document existing conditions design for various code
requirements.
◦ Construction Documents - Preparing construction documents and retaining and coordinating the
services of structural and mechanical, electrical & plumbing (MEP) engineering consultants.
◦ Project specific code approval - Coordinating and expediting project specific approvals from the
City of Chicago Department of Buildings (DOB) concerning the new operable (folding panel)
storefront system.
◦ Expanding demised tenant space - Coordinating with the building owner’s representatives to
expand the demised tenant space into a building hallway section which only provided access
(entry / exit) to the Wahlburgers space. Expanded the demised tenant space in order to provide
space for five (5) new electrical panels which the Wahlburgers franchiser architect did not allow
for / plan for with their floor plan design.
◦ New electrical service - Project included a new electrical service located in the building’s
switchgear room located in the basement. Panter Associates took the lead and performed all of
the associated coordination services with the building owner’s representatives and ComEd
necessary for the new electrical service design. This coordination also included coordination with
the electrical engineering consultant for a building 6th floor tenant also adding an electrical service
in the switch gear room.
◦ Building owner and condominium association approval - Coordinating and expediting approvals
for the project from building owner and condominium association.
◦ Kitchen exhaust make-up air system - Coordinating with the building owner and the adjacent
new restaurant tenants design professionals specific to coordinating make-up air inlets and outlet
locations.
◦ Self-Certified building permit expediting - Submitting applications for (2) building permits for the
project through the DOB Self-Certification permit program. Both permits required the services of
a DOB certified structural peer review consultant. Retain and coordinate the services of a DOB
certified structural peer review consultant as required for the Self-Certified building permit
application process.
◦ Bidding & negotiation - Partial, very limited, bidding & negotiation services
◦ Construction administration - Limited construction administration services at the commencement
of the project construction.

• New KFC “KY07” standard plan building with vestibule, modified to comply with applicable
building codes, zoning and climatic requirements, and associated site development.
• Planning and zoning services to obtain approval to -
◦ Remove parking spaces from the existing strip development at the area of the new KFC.
◦ Vacate the alley located in the strip development.
◦ Subdivision of the new KFC property from existing strip development.
• The planning and zoning process was complicated and time consuming due the alley
vacation process and the existing shared parking by the strip development and the strip
development located at the other side of Calumet Avenue. The property owner and the
City Of Hammond records were inadequate for establishing the existing parking shared use.
Therefore, site plan drawings included the complete strip development, etc.

◦ to comply with the Chicago Zoning Ordinance requirements (exterior finish materials - face
brick in lieu of EIFS, etc.).
• Performed zoning variation services including the application and approval by the City Of
Chicago for a zoning variation in the form of a special use for the drive-thru facility.
